  • Fair opportunity is satisfied by quoting through the SEWP Quote Request Tool; there is no three-quote rule when a category is used.
  • Delivery orders under SEWP are not subject to the Economy Act.
  • Supports FITARA and agency IT reporting through the SEWP Program Office's order tracking.
  • Credit-card micro-purchases accepted; see the ordering guide for the process.

How to Request a Quote

  1. Through the SEWP Quote Request Tool (recommended). Federal customers submit a Request for Quote at www.sewp.nasa.gov using the online Quote Request Tool (QRT). Select Universal E-Business Solutions, LLC by name or include us through the Category B or Category C group. Quotes issued through the QRT automatically document fair opportunity for the issuing Contracting Officer.
  2. Directly through our SEWP team. Email your requirement, bill of materials or statement of work to sewp6@uebiz.com or call 646-706-4000. Include your agency, the SEWP category and any required delivery date. Where required, Universal submits the formal quote through the SEWP QRT.
  3. Quote validity. Every quote states its validity period. Universal honors any order received within that period at the quoted price.

How Ordering Works

Agency requirementThe end user defines the requirement and generates a Purchase Request; a quote is obtained through the QRT or from the UTS SEWP team.
Contracting Officer issues the Delivery Order (DO)The agency's own procurement office issues the Delivery Order on any valid agency DO form, referencing the SEWP VI contract number and quote.
SEWP PMO processesThe DO is sent to the NASA SEWP Program Management Office (sewporders@sewp.nasa.gov or fax 301-286-0317), which reviews, records and forwards it to UTS.
UTS confirms and deliversUniversal confirms the order, delivers to the agreed schedule, and provides order status support and escalation assistance throughout the life of the order.

The SEWP PMO does not issue delivery orders; they must come from the issuing agency's procurement office. Modifications to any order also route through the SEWP PMO. Agency support contractors ordering on behalf of an agency must provide the agency authorization letter required by the SEWP contract.

Installation, Warranty, Support and Escalation

Support desk hoursTechnical support staff are available 24 hours a day, 7 days a week, 365 days a year at 646-706-4000 and sewp6@uebiz.com. Management and sales staff are available Monday–Friday, 9:00 AM – 5:00 PM ET.
Support requestsSupport requests are logged, tracked to closure in our ticketing system, and the agency contact is kept informed of progress.
InstallationInstallation, configuration and integration services are quoted as separate line items where required. Our professional services team schedules work with the agency point of contact, follows site-access and security procedures, and delivers a completion acknowledgement for each installation task.
Basic warrantyProducts are delivered with the original equipment manufacturer's standard warranty. Universal registers warranties on the agency's behalf where the manufacturer allows and provides warranty documentation with delivery. Warranty claims may be opened with Universal, who coordinates with the manufacturer.
Extended warranty, maintenance and renewalsExtended warranty, manufacturer support contracts and managed maintenance are quoted as line items. Universal tracks renewal dates and notifies the agency in advance of expiration.
Software supportSoftware licensing, subscriptions and vendor support entitlements are registered to the ordering agency. Universal provides first-line assistance with activation and entitlement issues and escalates to the publisher as needed.
Returns and post-delivery issuesDamaged, defective or incorrect shipments should be reported promptly upon receipt. Universal issues the return authorization and coordinates replacement in accordance with the manufacturer's return policy and the terms of the delivery order.
Order issues and escalationDelivery status, partial shipments, invoicing discrepancies, incorrect items or modifications: contact the SEWP Order and Support Desk first, then the SEWP Deputy Program Manager, then the SEWP Program Manager (see Your SEWP VI Team). Reference the delivery order number and SEWP contract number.

A.1.13 Fair Opportunity and Requests for Quotes

SEWP VI is a multiple-award Government-Wide Acquisition Contract. In plain terms: under FAR 16.505(b), the Contracting Officer gives every Contract Holder in the selected category a fair opportunity to be considered, and the SEWP Quote Request Tool does that automatically when a quote is requested. No separate competition or three-quote exercise is needed. The following clause is reproduced verbatim from Section A.1.13 of the NASA SEWP VI Terms and Conditions.

Read the full Section A.1.13 clause

Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.

The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users.

If the Government issues a Request For Information (RFI) as part of market research, the Contractor may provide items not yet listed on their SEWP contract as part of a market research quote if: 1. all such items are clearly marked as not yet available on their SEWP contract; and 2. the contractor submits a technology refreshment request to add those products to their contract.

If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract and the price of each item shall be no greater than the price in Attachment F SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid. Unless the RFQ specifically allows for partial quotes, the Contractor must respond fully to all requirements specified in the RFQ.

When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote.

When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM).

Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system.

SEWP VI Categories UTS Holds, and the SEWP V Transition

UTS holdsCategory B — Enterprise-wide ITC/AV Service SolutionsEnterprise services that run across an agency: managed services, cloud operations, network and security operations, collaboration platforms, help desk and strategic IT services.
UTS holdsCategory C — Mission-Based ITC/AV Service SolutionsServices scoped to a specific mission, program or site: engineering, integration, migration, modernization and operations for a defined requirement.

What November 1, 2026 means for buyers. SEWP VI ordering opens November 1, 2026. SEWP V Contract Holders may continue quoting on SEWP V during the overlap period through January 31, 2027, and orders placed on SEWP V stay on SEWP V. Universal is a new SEWP VI Contract Holder with no SEWP V contract, so every UTS quote and order is on SEWP VI from the first day, with the full ten-year period of performance behind it. Questions about the transition are decided by the NASA SEWP Program Management Office.
